其次是监造单位和项目单位的监督力不够，在变压器制造时，监造单位没有严格监控，对生产步骤监督不力，没有及时发现质量问题。而项目单位的负责人在自身对变压器的制作中更加没起到监督作用，对技术人员的监督与管理不善，放任员工在质量问题上的放轻，甚至出现违约现象。项目单位负责人对员工制作过程中出现的错误处罚力度不够，对质量的监控过程也不够严格，导致出现质量问题的发生。
